INDECA, in a consortium with Dr. Allan Astorga, was selected by the PRU-GAM project to conduct a Study of Territorial Base and Environmental Zoning for the Great Metropolitan Area, a project financed by the European Community.

The general purpose of the study is the formulation of a territorial environmental zoning instrument at regional and sub-regional scale, to be used as a planning tool, and which, based on the definition of the environmental load capacity of the geographic spaces and their respective technical environmental limitations, may integrate the territorial development proposals at national, regional and local level, with the opportunities of each of the municipalities that are part of the Grand Metropolitan Area (GAM), in order to have coordinated, feasible and viable proposals that help to improve the economic, social, environmental and living conditions of the inhabitants; providing the participants of society with an instrument that may allow them to manage their local development efficiently.

The preparation and formulation of the project involves the definition of the Territorial Environmental Planning Component of the GAM Plan.

The formulation of the environmental component of the PRU-GAM will permit to have the following results and products:

  • Proposal of Subregional Integration.
  • Diagnosis integrated at sub-regional level, considering environmental vulnerability issues.
  • Environmental vulnerability zoning and technical limitations matrix.
  • Proposal of soil use zoning, in accordance with technical limitations of environmental vulnerability, considering not-recommended and recommended human uses, in accordance with the load capacity.
  • Guidelines of environmental planning for developed areas and new uses with a development perspective towards the horizon year (2030)
  • Proposal for classification of soil uses at sub-regional level, identifying consolidated urban zones, urban expansion, productive use, and soil that cannot be the subject matter of urban development; or restrictions that should be established in specific areas for uses of soil that although may be the subject matter of urban development, may be under some restriction to specific uses. These restrictions shall also include scenic elements of protection and strengthening of natural spaces.
  • Proposal of Environmental Preservation and Protection.
  • Management of uses of soil that cannot be the subject matter of urban development, in terms of their natural aspects (environmental services), as well as irrigation, cultural, and infrastructure-reserve or protection aspects.
  • Proposal of urban development guidelines to be met as urban development policy by the GAM Municipalities.
  • Proposal of sustainable development guidelines for the urban structure model.
  • Proposal of sustainable development guidelines for transportation and road infrastructure at sub-regional and local level.
  • Proposal of sustainable development guidelines for the basic services at sub-regional level, concerning coverage and primary infrastructure of drinking water supply, sewerage system and storm water draining system.
  • Proposal of sustainable development guidelines for the subject of environmental curing at sub-regional level (comprehensive management of solid waste and improvement of surface water bodies).
  • Proposal of sustainable development guidelines for creational equipping at sub-regional level (open areas systems and sports facilities).
  • Urban Development Regulations at sub-regional level.
  • Proposal of territorial environmental zoning and matrix of compatibility of soil uses.
  • Proposal of technical and legal regulations, including the process to simplifying proceedings for the EIA related to new activities, works and projects adjusted to the new territorial environmental zoning.
  • Proposal for delimitation of areas subject to partial plans of urban development, to be considered as part of the PRU-GAM policies.
  • Regime applicable the current soil uses that are currently off the system, being incompatible with the new planning; such as clears with regard to rivers.
  • Proposal for Institutional Implementation and Strengthening.
  • Proposal for strategy directed to the strengthening of the institutional entities responsible for the implementation of the environmental zoning at three levels: local, metropolitan and national, identifying technical, financial, technological and training needs in legal and technical issues.

The study started in October 2006 and its term of implementation is estimated in six months.

As part of its commitment towards the Costa Rican society, Indeca supports on a permanent basis the Hospice of Orphans of San José, doing so financially and with work. The Second “Cadena Menor”, activity to raise funds, was recently held in benefit of the children of this institution, and for the purpose of expanding the attention it provides to minors. Indeca made a contribution to this activity.
